TN Visa refused - Program Director with the state of Indiana - Canadian Citizen

I was refused TN visa for two reasons,
1- qualification does not match the job description
2- the job title is not one of the jobs in the list of TN NAFTA visa

Any remedies? Should I hire an immigration lawyer?

I have MBA in business administration and bachelor degree in Accounting
 
MBA usually not relevant to a TN application.
If your bachelor's degree is in accounting, then "accounting" is the job category you'd be applying for.
"Program Director" seems unlikely to fall within the "accounting" job category. Would your duties primarily involve performing accounting? If not, then there's probably no path to TN for that job.
