Timeline for h-1b

Hey Everybody, I had a question for you guys. Regarding application for h-1b visa. Do you need state temporary training license before you can apply for a h-1b visa? If the match occurs in March, do I have enough time to to go through the entire process to start my residency on july 1st?

My timeline for H-1b

My situation was a little different. I got H-1b after J-1 waiver but here's the timeline.

January : J-1 waiver application filed to IGA.
March : IGA recommended the case.
April : DOS approved J-1 waiver.
May : H-1b application filed.
June : H-1b approved.

DOS recommendation

I checked DOS web site and they sent my recoomendation on Oct 8th but after one week , i have not received anything ? I called them and automatic status checking couldn't find my number in the system.
Anybody knows how long does it take until i recive recommendation letter?
