Special Handling - Labor Certificate

hi,

I am now an assistant professor in Dept. of Computer Science. I would like to use special handling to apply for Labor Certificate. I am now in Texas.

Our dept. does not post ads on ACM Communications in the last several months. Instead, they post it on Computing Reseach News (a publication of Computing Research Association). is this ok?

Any advice is highly appreciated!
