Spause waiting for a long time

Guys, my spause is waiting for approval for a long time. I got approved and got physical cad in March 2005, spause is maintaining the h1 status with EAD. I am not sure what to do. Any help will be appreciated. The priority date on the case is Feb 1997, we are from India.

Call them and ask them. where is the case waiting for?
or contact a congressman/senator. my friend took that route and got an approval for his wife's case.
