Residing in south India, can take a apt at Delhi Consulate?

Does anybody information regarding if a person can take an appointment in NewDelhi/Kolkata consulate, although he resides in South India and the H1B approval notice may provide Chennai consulate address? Please share any experiences on this.

He can appear at Delhi or at any of the other US consulates, provided the person speaks english fluently and can show the need for urgency to travel to USA. A reason of this kind would be for eg. showing the letter from the employer that the person is required to report back at work on a specified date.
