Re-entering US from Canada on H1B papers

Hi All,

I am planning to go to Vancouver for H1B stamping. A friend of mine got his H1 stamped from Canada. He didn't wait there for security clearance rather he came back to USA on H1B papers and then after 2 weeks he got a call from the consulate to come and pick up his passport.

Unfortunately he is in Pakistan and I am unable to get in touch with him.
I am looking for a link or something on INS website that explains that I can come back on H1B documents (and probably a slip from consulate). He mentioned to take a print out of the link just in case if I face any problem at the border.

I hope some one can send me the link I am talking about.

I am also going to Toronto next week and plan to return the same week but I will not be applying for the H1 stamp. This is a very good idea if one can come back and wait for the security clearence. However The law says if you have applied for the visa then you can't enter USA until you have been given the visa. I don't know how your friend was able to come back.
