processing time for AOS, DV-2008

the processing time for AOS (form I-485) is defined by the LOCAL USCIS?
If yes, I checked those times at https://egov.immigration.gov/cris/jsps/ptimes.jsp, and I find that at most cities (including the one that I am in, Albuquerque, NM) the processing time for I-485 is more than 6 months, but in the bloggs I found that previous DV-lottery winners experienced times closer to 3-4 months.
Is there any special treatment for DV lottery winners as opposed to other kind of I-485 applicants? (like employment based)

sometimes. Especially, if you write in huge capital letters in your cover letter ----- DV, please process immediately.
