Pre-empting delays due to bad fingerprints

I have had very dry skin and my fingerprint in the past have been of poor quality. I read that if FBI does not find the fingerprints good enough, after the second or third time, they have you send them police certificates from the various jurisdictions you have lived in the past 5 years. To pre-empt this possibility, I was wondering if I should get the various police certificates and send it in with the my fingerprints.
Any opinions?
