Police clearance certificate for parents

I have a question regarding police clearance certificate for consular processing. Do we have to get it from all places where we have stayed for more than 6 months since turning 16 years of age. Or does it have to be taken only from the place where you are currently residing.
I am asking this question for my father's CP application. He has stayed in around 10 places for more than 6 months since age 16. It would be impossible to get the PCC from all these places. But the instructions from NVC are not very clear on this matter.But he is now in the same place for the last 20 yrs.
Would appreciate reply on this matter by people who have recently gone thru CP process.

Indian Citizens Age 16 and above, Residing In India:

All Indian IV applicants aged 16 and above, residing in India, should obtain police certificates from the local passport office.
