Please help regarding fee waiver qualification

I have a relative who just got a part-time job and gets paid by cash. He's single and he did not file tax last year. So what proofs should he send to the USCIS to show that he's unable to pay for the fees? He has called USCIS but they didn't really answer him. They just said follow the directions :confused:
Does anyone know about this? Please help. Thanks a lot for reading.
 
Is he paying taxes with that new job? If not, that's a reason for denial of citizenship.

Why did he not file taxes last year? Working for cash without tax withholding?
 
He has been unemployed for a while. Lately he just got a part-time job and his boss pays the workers in cash so no tax paying.
