Please advise: exiting the country and reapplying for visas

My H1B filings have reached the maximum due to a pending PERM and appeal (which were denied). My current one expires on September 30, 2023. My employer is still interested in hiring me back ASAP. If I exit the country, can they sponsor me back for another term of H1Bs and/or green card? What if I apply for a tourist visa and then the company sponsors me when I get back to the States? Whose processing is shortest from the home country: H1B/green card/tourist visa? How much are the fees involved in obtaining a tourist visa? Should I prove financial support while on travel in the States?
