My petitioner is my father aged 80 and I am upgraded to F1 with priority date current(Unmarried son of naturalized US citizen).
My father earns a Social Security Stipend but lives with my brother's family,also a US citizen.Does it affect my case in any way?I mean I am a bit apprehensive if the counsellor asks me in the interview that if the petitioner lives on Social Security,where am I going to sustain myself.Is that so?

Well your brother can file as a co-sponsorer with your father to meet the 125% Pverty Line limit.
Other than that there is no problem.
 
Yes your father can apply for you. However, he will have to fill out an additional form I864-A along with I864. The I864 will be signed by your father whereas I864 will be signed by your father as well as your brother (as a co-sponsor).
