Parents Denied Visitors Visa - Should I apply for a Green Card?

Good day,

Thank you for answering my question. My parents from Zimbabwe have been visiting the United States for almost 20 years and never had issues with visitor's visa's. This year they have been denied visitors visa's twice and given 214(b) as reason for refusal. However verbally the immigration officer accused my Dad of "stealing money from America". When we asked for more information about the verbal accusation the officer refused to give them a reason and there is no basis for the accusation.

My question is given the verbal accusation should I go ahead and apply for a green card for them (they would like to spend more time in the US) or should we try and get verbal accusation cleared first? Also what are my rights as a US citizen to get more answers from the consulate?
