Just for fun I created a chart that showed the % of cases worked (first RFE or Apl) comparing Mar 03 Rupnet data with March 04 Rupnet data. This gives an insight into what NSC has been doing for the past 12 months. The blue area indicates progress from March 03. The X axis shows the RD month, the Y shows % worked.

Analysing your chart it looks the front of the curve moves
from Sep01/Nov.01 to around Jan02/May02
within one year, so the conclusion is that
NSC guys only worked less than half year after we pay (from our tax paying and application fee) them one year salary!!!!

I Would Not Conclude That

They have made slow progress throughout the year, however they take longer than 1 month to process each months worth of cases. This is why the backlog has grown.

and also consider the fact that the number of reciepts are not constant in all these months. for example oct 01 received almost double the usual amount of 485 petitions for some reason. which means that they have to work twice the amount of time needed for usual processing of one months reciepts.

i do acknowledge that there are way too many factors involved and so its hard to predict much!

prashant.
