This has been discussed earlier, but still, any ideas whether PERM will be mandatory (reading the link, it seemed to be "for those who agree to pay $1000") or not? I mean, at least the people who have submitted before PERM (say in 2001/2002) will these applicants required to convert to PERM or will this be an option?
