New rule entering us about green card

two days ago I enter us through canada on green card and they send me inside for fingerprints . I talk to officer and he said they receive new directive that all LPRS who enter us will be fingerprinted. does any body have more information on this?

Why did they send you inside? How many FPs did they take? Please share your experience.

i have a friend, who did it on the 18, they took all fingerprints and the picture, after that she has been out of country twice, and only take on finger and the picture, this happened in IAH
