I understand that the new law enforced "all priority dates to be current no later than December 2000 except EB3 other workers".
Why don\'t we see that implemented as yet? Is the INS bound to follow the law?

I do not think that this law will at be enforced.
or if is to what degree.
The prority dates should be current for all categories for the law to make any sense.
If you meet the criteria then it should be unlawfull to have back-logs.
Back-log is a legal way to do the unlawful.
