Never received "Welcome Notice"

My GC was approved on 10/30/06 and I received the approval notice and physical green card, but have not yet received the "Welcome Notice"

Is this something I should be concerned about?

Some people don't get any, and some get multiple welcome letters. I got my physical green card in early 2005, never got a welcome letter. Don't worry at all.

I'd be more worried if it were the other way around! (No GC but a stupid form letter welcoming you...)

Just curious, what does that welcome letter say and what is the purpose. Please let me know for my understanding.
