N-400 Processing questions

I recently filed my N-400 to VSC. My check got cashed in a couple of days by a bank in Albany, NY. Are they all cashed in Albany, NY or does it (hopefully) means my case is going to end up in Albany, NY instead of the dead slow Hartford, CT which is my local DO?. It kills me to see that after waiting for 11 months to get GC I have another 14 months of wait and the slowest DO to deal with. :(
Secondly, is the interview and oath on the "same day" available at all DO's
?. I mean do they do it on a case by case basis or are there specific DO's which have this capability?.
Third, anybody know's how elections are affecting processing times? I have heard stories of people getting processed in 3 months in hartford even though the expected processing time in hartford is 14 months? Any hartford filers heard of these kind of cases..?

I know in Chicago you don't take the oath on the same day. They don't do oaths every day. It's 2-3 weeks at the moment.
