Today I have received a response for my expedite request from USCIS TSC. Here is the timeline:

9/20 - FBI Namecheck cleared
10/07- faxed G-731T expedite request explaining that my namecheck cleared
10/26 - I-485 approved
11/08 - card ordered
11/12 - response from USCIS TSC with expedite request denial (response date 11/08).

And the reason for expedite denial is "your security checks are still pending".

So, we can conclude that:

If you want to send expedite request, use G-731T and fax. Apparently this works because there was handwritten expedite request case number on the returned paperwork.

expedite no longer effective after post retro, but for info what is G731T.
