Does anyone have any idea who I would contact? Is it ICE? Should I be contacting the ICE officer that served my husband's NTA?

Anyone know? This is like a ray of light if it's possible tp expedite the adjudication of the I-130 so that we can request termination of removal proceedings and proceed to AOS.

If your husband is detained contact the ERO (Enforcement and Removal Office) or the Office of Chief Counsel. See what they have to say. If in removal proceedings then def. contact the ERO which as i understand is ICE. They may not hear you out unless you are in front of the Judge and ICE attorney.

Good luck with that working. ICE hasn't stopped arresting illegal aliens, he should have asked for voluntary departure, and gone home while you filed the correct paperwork for him.

and why would it do that? if his immediate relief is AOS?? doesnt make sense to ask for VD. we are married and have a pending I130.
