The "true cost" is inflated because of the gross inefficiency of USCIS. It probably does cost them (on average) the $1000 they charge for it, but their heavy reliance on pushing around paper files instead of looking up data on the system, along with other (in)efficiency issues identified by the Ombudsman and their own "transformation" team, makes it cost 2 or 3 times as much as it should.
