J1 waiver sent to the DoS -- simple question

Hi guys, I'd like to use this post to ask a question cus I guess that somebody might be in a later part of the process and I just started.
I sent the paperwork (DS3035, barcode pages, etc) to the Dept of State in St. Louis, MO. Did you guys send it there too? Cus the NOS will be sent by the embassy to the DoS in Washington DC, and I'm a bit confused about these two different sites of a DoS.

I believe they process the payment in St Louis, MO, then do the rest of the waiver in DC.
