J1 --> F1 --> H1B --> Help

Dear All,

I was on a J-1 visa in 2001/2002. I went home for almost 19 months. In 2004 I came on F1. I finished my studies in 2009, and now I am working on OPT.
While on my F1, I visited my country twice for a total of 2 months.

Since I have not fulfilled my 2-year HRR (4 months left), I want to apply for J-1 waiver on exceptional hardship grounds. I have 2 US citizen children. I got married in 2007 and my spouse is on F-2 visa.

Any advice on how to apply and does the fact that I spent almost 20 months back home helps. Would the 2 months that I spent while on F-1 visa be counted as part of the 2 years.

In the I-612 application, it asks if the spouse is included in the waiver or if the spouse is applying separately. How should I answer this question, should I just say N/A..
