Is there a way to file 140 while waiting for certification paper to arrive

Sorry may be stupid question but I have my labor approved last week and from what I get the paperwork won't arrive till July next month.

Is there a way that 140/485 can be filed now while waiting for certification papers...?

I thought I read somewhere among one of the forums that this was done/feasible.

Please wait for the approved ETA 750 form for another week or two. Only then you have a case to file I-140 with an application for duplicate LC.
