When I should surrounder Indian Passport at Indian Embassy, once I get my Citizenship. Is there any time limit?

I don't think there is any time limit. Best time would be the next time you deal with an Indian consulate with regards to an Indian visa, PIO card, etc.

You do not have to "surrender it" as such. What you would do is mail it to them with a letter saying you are a USC and they would cancel it and mail it back. Most people do it during the pio/oci processing. You can even get it cancelled in person if you have the time and inclination.
