In what Order 140s are processed, by PD or FIFO or just free form

Can someone please explain how 140 which are getting filed now in tons will get processed in various servivce centers?

Do they get processed in order of PDs or first come basis?

Order of priority.
1. Premium process cases are processed first ($1000 premium processing fee)
2. Rest of the cases are processed with receipt dates order.
3. I dont think, priority date plays any role for I-140 processing.

I may be wrong, please consult a experienced lawyer. -Thanks
