The 'Immigration Reform Act of 2004 (S. 2010)' in it's current form has nothing I can see that will help legal immigrants such as ourselves who are stuck in GC/LC delays.
It does look like it will increase the USCIS workload without saying anything about adding extra funding to USCIS.
