I-539 e-filing question

I want to extend my parents B2 stay and want to e-file form I-539.

Please help me with this question:
I fill/send separate I-539 forms for my Dad and Mom? and pay $290 * 2 = $580?

OR

I fill/send one I-539 form for both and pay $290 for both?

I am really confused with this one.

In the i-539 instructions manual:
Multiple Applicants
"You may include your spouse and your unmarried children under 21 years of age as co-applicants in your application for the same extension or change of status, but only if you are all now in the same status or they are all in derivative status."

The I-539 has always allowed multiple family members to be covered by a single form for the B-2 extension. E-filing did not change that basic aspect. Consult the I-539 form instructions and the online e-filing instructions together.
