I-140 Denied

I wonder if anyone got denied for their I-140 and went appeal and/or got approval on the appeal.

How long dose it take for CSC to make the decision on an appeal and what's the chance to get the approval on an appeal?

RFE received:3/26/03
I-140 denied:5/21/03 (company's ability to pay)
