I-130 & I-129f

I have not received first NOA from Vermont service center for I-130; I mailed the application certified mail on 5/2/2003. I get return receipt back from the post office and I checked my account they already cash my check on 5/8/2003. can I file I-129F now with the evidence I have so fare (cashing the check and receipts from post office) or I have to wait until I get NOA? Is any body had this before? I mean filling with copy of check and post office receipt?
