I-129 employer or myself

Does I-129 form "change of status" is used only for employers to petition for worker or is used for worker to change his status by his own. (using an employer letter)
 
I-129 are ALWAYS filed by the employer. The worker can fill out the paperwork, bu the employer does the filing.
