How sure are we about October visa availability for retro countries?

Guys, How sure are we about Oct 07 becoming current once again for retro countries EB2, EB3 categories? Last year (2006) when new quota of visas were made available from Oct 2006, India EB2, EB3 categories did not move a bit for 6/7 months thereafter.
What are your thoughts?

I dont think any movement in PD.. Allready cases filed in June 2007 and on July 2nd is sufficient to make it "Unavilable"..

If the USCIS objectiive is to adjudicate the existing apps, then we will be thrown out in this clearence sale...

else we will be scrued...
 
It won't be unavailable in October, unless they plan to use up the quota by day 1.

Last year India's dates did not move for a long time because of the combination of (1) USCIS being conservative/lazy about using visa numbers and (2) labor substitution provided a constant inflow of people with old priority dates.

They have come under too much fire for them to be as lazy with (1), and (2) will be banned after today. So the dates should definitely be better than they were in October 2006, hopefully similar to June but not much worse.
