house passes border security bill. Bush to sign it soon!!

on Thursday 5/9 the house of representatives passed the bill concerning enhancing Border Security measures. It contains a section prohibiting nonimmigrant visas to citizens of countries considered by the dept. of state as "sponsoring terrorism" which include 7 countries in the current list. But the bill also gives the secretary of state and attorney general the right to determine if a person will impose a risk on the national security.
Bush is expected to sign it soon, but the question remains whether the dept. of state will litteraly "prohibit all nonimmigrant visas to citizens of all these countries". Does anybody know how soon will we know the interpretation of the bill after the bill gets signed by the president?
