Has anyone received a message like this from USCIS?

I initiated an inquiry about my 485 a while ago, and here is the response from USCIS:

In some instances, we have established separate processing time goals following certain kinds of actions. In this case, the case history indicates that the appropriate processing time benchmark is within the normal processing time.

My RD is 2/4/2004 which is outside of the processing time, which is 6/1/2004, so I am wondering what the response meant. Is this a positive sign that my application can be approved soon or just a common response from USCIS?

This is another way of saying "Hang on ... you'll get your turn, don't bother us with your questions, we're working on it ...". This does not mean anything more than politely saying we're late per our own documented timelines but if you look at it through PRISM you'll see that we're working per the timelines and meeting the deadlines.

This sentence really sounds like a very lame excuse !
Esp. since your case has not gotten an RFE or something like that, the "certain kinds of actions" piece makes little sense.

*Sigh* -- I wish they reported accurate processing dates - they're just sending out dates that they hope would appeal to the waiting folks & their bosses !

"your case is pending due to the backlog in our system."

That's it. What is the meaning of their processing dates if there is still backlog before my case's RD, which is April 2004?
 
A PRISM is a solid triangular piece of glass with 5 sides (as a CUBE is a square piece of glass with 6 sides). If you keep a prism on a piece of paper and throw light on one side the light is deflected when it appears from the opposite side. So what I mean here is that instead of looking at the straight line USCIS is asking you to look at the deflected line and assume that they are following the timeline.
