h1b 2nd cap transfer date

Hi Rajiv,
I hope you are in good health and enjoying your time.

I have been selected for the second round of H1B and the contract with my current employer will be ended 01/01/2024 I am not sure about the possibility of renewing it, so I was wondering about
"WHAT WILL BE THE FIRST DATE THAT I WILL BE ABLE TO DO H1B TRANSFER?"
As I got picked on 08/01, My company will submit my documents before October/31 and then USCIS will take some months also.
Should I apply for Premium processing to make sure I will be able to transfer it before my contract ends or no need for that?
