H status 6 year limit

So far I had heard that if someone enters the US on H4 and later converts to H1, the H4 period also counts towards the 6 year limit. Recently two attorneys advised that this isn't true, and that the H4 period doesn't count, and the 6 year limit applies specifically to the duration someone is on H1. Can someone please tell me what the actual rule is?

“Badobo” is correct
The attorney who advised is wrong post the name and location of the attorneys so that others can avoid them who don’t know the basics of H1 and H4
