H-1 Masters quota application- receipt

Hi,
My lawyer applied for my H-1B visa application under the Masters quota on April 4th. The lawyer has not yet recieved the receipt number till now. The USCIS website shows that more than 17000 of the 18000 application they received has been receipted. Is there any reason to worry or is it normal to have a delay in getting the receipt in our hands even if the website says so many applications have been receipted.Please reply

did you have an actual diploma or letter indicating degree completion?

USCIS VSC is not issuing receipt for master petitions without the actual degree.
 
Yes, I do have an actual degree and its copy was submitted with the application. Is there anyone who applied in the Masters quota in the 1st week of April yet to get the receipt?
