H-1 Background Checks .... since when?

My H-1 extension application (based on an approved I-140) has been pending for over 4 months now. Attorney sent an inquiry and got the reply back that extension is pending background checks. This is something new for me. I had had H-1 extensions in the past as well and never had problem. Last extension was in 2007.

Has anyone esle faced this kind of situation? Since when USCIS started background checks for H-1 candidates, specially those seeking H-1 extension from within US? I am trying to figure out if its a standard procedure or just something I've run into on an individual case basis?
