Green card time: petition by sibling vs parents

Hi guys,
Just a quick question
I'm planning to submit petition for my brother to obtain green card.
I'm wondering how long does it take for my brother to get this green card
Option 1: from me (US citizen)
Option 2: from my parents (US citizen - well they have had green card for 2 years, will be eligible to be citizen in 3 years)

I'm just calculating what option would be the fastest route

Sibling of US citizen is F4 category, which currently has a wait of almost 13 years (longer for Mexico and the Philippines).

Unmarried adult child of permanent resident is F2B category, which currently has a wait of almost 7 years (longer for Mexico and the Philippines). In this case, your brother cannot marry (at least until the parent becomes a citizen) or else they would lose eligibility in this case, since there is no category for married children of permanent residents.
