Got Travel Doc, but NO National Passport

I am an asylee. I've received my traveling document, but i don't have a valid national passport. I am trying to go to Ukraine. Do i need to have a national passport to get a visa? or do i use my travel document as my main form of identification?

Is Ukraine the country you are seeking asylum from?
 
No, it's not. I called their Embassy and was told that i will need my national passport, although the lady on the phone didn't sound very knowledgeable. but i don't have my national passport, it's part of the reason why i've been granted asylum.
 
I think they should accept the RTD, they seem flexible...

Important: Applicants holding passports of countries not mentioned above or non-citizens (stateless persons) must allow at least 15 business days for their visa applications to be processed and must additionally submit the following documents: Proof of re-admissibility to the USA (a copy of valid US Resident Alien Card, US Temporary Resident Card, employment authorization etc). Original letter of invitation (no fax or e-mail copies) made through a Ukrainian "Visa and Registration Office" for all types of visas.
