L1 is a non-immigrant visa and you'll be taking chances applying for her GC.

However, her company can sponsor for her GC. Have you considered that option?

L-1 may allow dual intent but it still falls under non-immigrant visa category.
Yes, but the dual intent provision means you can even tell the IO at the port of entry or consulate that you are applying for a green card and they can't refuse entry or deny the visa based on immigrant intent.

The OP's mother will be entering the US on a L-1B. So the 30/60/90 day "rule of thumb" does not apply to her. However, if I was the OP, I would still wait for 90 days just to avoid an incompetent/power-tripped AOS adjudicator.

JL - What about the 60day or 90day wait time some people suggest ?

Don't forget K. ;)
Oh yes ... I forgot it because I tend to think of it as a pre-immigrant visa, not a nonimmigrant visa. It's odd to call it a nonimmigrant visa when the purpose of it is to seek to immigrate (yes, I know the US govt. officially calls it a nonimmigrant visa).
