Filing tax refund if living overseas

Hello all,

This is my first posting since becoming a usc mid-2012. I have lived in india, my former home country since becoming a usc. I have not worked or earned a penny in either the US or india in all of 2013, relying mainly on family income during this time. I have a friend's US address for communication.

My question is, am i required to file for a federal or state refund for 2013?

2012 has nothing to do with his question. If you had zero income in 2013 then you are not required to file a tax return under IRS tax laws.
