fastest way to petition sister?

here's my question. What is the fastest way to petition my sister?
My parents and I are GC holders and my brother is a citizen. My father wants to petition my sister, her age is over 21. We are trying to figure out what is the best way and the fastest way to petition her? She is actually here in the U.S. with and expired b1 visa. What can we do?

Your sister will NOT be able to adjust her status in the USA because of her overstay. If she has overstayed more than 180 days she earned a 3 year bar.

There is no light at the end of this tunnel... Only thing she can do is marry an USC for a GC.

I understand her B-1 visa has expired. Has her I-94 also expired?

She is actually here in the U.S. with and expired b1 visa. What can we do?
