F1 visa rejected twice.. NEED URGENT HELP!!!!!

Hi Rajeev,
I applied for F1 visa for 1 month for clinical rotation (elective) in Mount sinai school of medicine, New york. Right now i am doing MBBS internship. I had a interview on Nov 30,2010 in Delhi and in it i said i want to do USMLE and work there in future. They rejected my visa saying that i am not a potential candidate for non immigrant visa. I applied again for F1 visa on 27 Dec, 2010 in Delhi. but i was rejected saying that my credentials are not good. both time all my documents were complete and i was issued I 20 from mount sinai. They didnt have a look on any document. My ques are:
1. What are the chances of getting F1 visa if i will apply for elective after 9-10 months?
2. What are chances of getting B1/B2 visa for USMLE Step 2CS ?
3. Can i ever get a non immigrant visa?

how much of financial proof did u show them, does the institution where u will be doing the elective sponsor an I-20 ? if not then u cannot get F1. The ohter alternative is to travel on a B1 visa / tourist
