F-1 Visa Denied Twice: What To Do Now?

My brother applied for F-1 visa twice at New Delhi Consulate in last two weeks but denied both the times. What are his options now. What is the success rate for mail visa, which is his last chance. He was not given any objection in writing. The only thing that the officer said was - "why do you want to go U.S. for M.B.A. education at this age. He is under 35 years.
Please advise what are his options. Thanks a lot.

End of the road buddy, keep applying for mail visa one of my freinds got it after the 7th time.

But if he is really mad to come to US, take some computer courses get a programmer job and come to US.
