DV INTERVIEW LOCATION

I am from ghana and I have my DV lottery interview scheduled in Togo, Do I need Togo ID card before I can be interviewed or I can be interviewed without their ID card and also can I request for change of interview location again?
 
1. Isn't that something you should have looked into before requesting your case transfer to Togo?
2. KCC will not change your interview location again since your interview has already been scheduled. To transfer the case at this point, you will have to coordinate the transfer request between the country where your interview is currently scheduled, and the new location you're contemplating for the transfer.
