If my H1B expires on march 31 2009, and the extension is rejected, can I file H1b transfer after it is rejected after March 31 or do I have to apply for transfer before March 31. Do I have any grace period - one month?

Your new employer has to apply for transfer before your earlier petition expires. They also have to mention about extending your stay in the US, as your I-94 will also be expiring on that date. Do not stay in the US beyond the I-94 date unless USCIS has already received extension request.

your H1 extension petition must reach USCIS BEFORE your I-94 gets expired. if extension is rejected you dont have valid H1 status to file H1 transfer through new employer.New employer can file H1 transfer before your I-94 gets expired and you have latest 2-3 pay stubs.
