One of my friends has an issue, about (Low Income Cut off) to sponsor his child who was born in the US last month. He called the CIC in Ontario, and he was advised that he could bring the infant into canada as a Visitor, and then can file for PR under Humanitarian/Compassionate grounds or he could file at the consulate in Buffalo.
He did some independent consulting work and earned about $30k in 2002 and has paid his taxes. Since he was unable to find a decent job in Canada, he started working the US on H-1B since January 2003. He was told by CIC that he will have problems since he does not have employment in Canada, and his last year's income was less than LICO.
This is way over my head, and I was wondering if anyone here could help?
