My mother has an interview in month of Feb2008,
Does she has to submit the Medical Report 15 days before or Can she take to the interview at chennai.
Is I-864 to be submitted again at VFS.

as well as other posts from "jyotsnar" for more information on interview at Chennai. You will have to follow the current instructions from consulate and VFS.
When we did this in Mumbai, medical report was submitted to VFS alongwith other stuff.
I did not do I864 again. However per the instructions, you have to bring it to current status from the time it was submitted to NVC. This means submitting current employment letter, paystubs for some of the inbetween months and new tax return if applicable. Since your interview is in Feb (i.e. prior to April 15), you will not be expected to submit 2007 tax return. However you should submit 2006 tax return if not already submitted to NVC.
